Lifetime:: Labels live in controller memory, not on disk, and nothing writes them back to a file. They survive a network restart that does not probe the hardware again (RSINetworkStartupMethodNETWORK_ONLY). Any startup that discovers or probes the topology clears the topology and with it every label on every node.
